| Foundation for the Philippine Environment (FPE) |
 |
The Foundation for the Philippine Environment (FPE) was organized to help reverse the rapid destruction of the Philippine natural resource base through a strategic and integrated conservation program. A grant-making institution, FPE was incorporated on January 15, 1992.
The Foundation took shape through a four-cornered partnership involving: Philippine NGOs and POs; the Philippine Government through the Department of Environment and Natural Resources (DENR) and the Department of Finance (DOF); U.S. NGOs, through the World Wildlife Fund (WWF) and the U.S.-based Philippine Development Forum; and the U.S. Government, through the United States Agency for International Development (USAID).
The final form of the Foundation emerged after a process of nationwide consultations with 334 Philippine NGOs and POs and 24 academic institutions. The Philippine NGOs and POs took the lead in conceptualizing and organizing the Foundation and its subsequent program directions. They are, in essence, the owners of the Foundation.
Debt-for-Nature Swap: Start of FPE Fund
The initial financial base of FPE is an endowment fund established through the debt-for-nature swap. The start-up financing came from the USAID, which through the Natural Resources Management Program (NRMP), provided the grants that established an endowment worth US$22 million in Philippine Pesos.
The fund is in the form of special series Bangko Sentral ng Pilipinas notes. The interest income earned from these notes is used by FPE in funding projects. |
